Design Challenge: West Chester Township needed to establish a downtown central hub that focused on community gathering spaces and encouraged economic development. Stakeholder involvement, including West Chester Township staff, landowners, and community members, was a key consideration while establishing the master plan.

Design Solution: During the planning stage, MSP facilitated multiple stakeholder input sessions to obtain consensus. With this feedback, MSP developed a master plan that featured a striking clock tower park as its centerpiece with numerous public gathering spaces. A strong emphasis was placed on pedestrian connectivity to encourage the development. The plan was to develop mixed retail, office, and institutional uses surrounding the clock tower park.

Design Outcome: Currently in the implementation stage, several master plan projects are complete or in the planning stages. MSP has provided design services on the following projects:

• The Square at Union Centre (urban park and main public gathering space/lifestyle center featuring a farmers’ market, lunchtime gathering place, and walkways for casual strolls)
• Towne Center Square office building (3 stories, 75,000 SF mixed-use Class A)
• Streetscape design for multiple streets within the master plan area
• New apartment community with pool complex and amenities
